How to market a grant?

I have a Road Home Grant for use in the Katrina impacted area of St Bernard Parish. This grant is specefic for a certain lot, which is currently REO property. Here is the problem; I own the grant, but not the lot, therefore I can not list for sale with a realtor. The bank will not give an option or permission to place a For Sale sign on the property. However, if I find a buyer the bank will sell me the lot. Also, this project would qualify for GO Zone credit-how do I say all this if I can't really promote this sale of the lot, except by word of mouth. Any suggestions on how to market this unusal deal.
