brokering bids to licensed contractors

hi,
i am a small investor (not a contractor and the only license I hold is a drivers license (haha)), and also part of a Non-Profit Organization (NPO). There is a big city owned development coming up next year and the city will look to grant a certain percentage of the contracts to minority owned bsns. I am a minority owned bsns.

About 2-3 years ago another large project came up and I was informed thru the NPO to announce that the project needed bids from minority owned businesses. Not enough bids from these bsns. were submitted and so, the minority owned bsns got less that their share of the project.

So, how do I act as a middle-man to get these contracts in? What kind of issues will I face and what should I do to prepare.
