I am looking at buying a used mobile home. If everything works out and I agree to purchase the mobile home for cash. What happens from there?

How do you have proof of purchase?

Do I (the buyer) have to go to the DMV with seller or just by myself?

He said he had cut the electric off...how much does it usually cost to get it hooked up? I figure we would need it if any work needed to be done that involved power tools.

PS- I am in NC.
