how can I become a direct lender in CA

hi, I am curious what criteria do I need to meet to become a direct lender in california, also more importantly, how to get warehouse line of credit (source funds). any insight is greatly appreciated. I ask because I think I found a niche market of good borrowers who may be willing to pay about 2% higher than market rates, but may not be easy to finance based on current guidelines.
