Did the current owner buy with title insurance and escrow, and take
care of the liens then? Or did he pay off the liens himself?

Are you seeing the liens on a title report prepared for the current sale
(your purchase)? If so, your escrow agent and/or title officer should be
able to answer questions.

It may be that the current owner did take care of the liens but hasn't
done the correct paperwork and recordings.
