You should only be responsible for COA fees that accrued since your ownership started. Past due COA fees are the responsibility of the former owner. The association needs to take the former owner to court and get a judgment which they can then use to levy bank accounts and/or garnish wages or lien other real estate the former owner may own.
Best to consult your attorney now if the COA is treatening any adverse action that would cloud your title. Perhaps a strongly worded letter from your attorney will steer the COA in the correct direction.
