estate has some abandoned property

I've come upon a situation where a person passed away in 1997. There was no estate opened up and no probate done. There is real estate (some vacant land) and about $25k in unclaimed cash. When researching this situation, I have found 8 possible heirs.
I'm wondering how could insert myself into this situation and make some money? Can I buy the heirs' interest in the estate then hire an attorney to administer it?
