New Law on 1099's?

I understand the Messiah Administration is working on a new law with congress to outlaw banks from issuing 1099's to Sellers for the balance due on short sales. The idea would be to get more short sales going and reduce the inventory. The banks susposedly are for it. Any one hear anything?
